The City Commission acts as the legislative branch of city government. The City of Marquette elects seven commissioners during non-partisan, city-wide elections. All official action of the Commission is accomplished through ordinance, resolution, motion or order. The duties of the Commission are to represent the citizens of Marquette, establish policies and approve the budget.
Meetings are held on the second and last Monday of each month starting at 6 p.m. in City Hall 300 W Baraga Ave. You can access the full calendar of meetings on the home page of the website.
There are two opportunities for public comment at every commission meeting, one at the beginning and one at the end of the meeting. If you are wishing to speak, simply go up to the podium when public comment is announced and state your name and address.

Mayor Paul Schloegel was elected to the Marquette City Commission in November 2023. He is a native of Menominee MI and has been a resident of Marquette for over 30 years ever since 1990 when he attended Northern Michigan University. Paul obtained his degree from NMU with a BS degree in Public Relations and a minor in Political Science. Prior to the City Commission he served 6 years on the Presque Isle Advisory Board, two years on the BZA, 5+ years on the Planning Commission, and 2 years elected to the Marquette Board of Light and Power. Paul has always been very passionate about serving his community. Paul was the founding President of the Marquette Area Junior Chamber of Commerce and active member for 10 years. He has also been a Deacon and Elder at the First Presbyterian Church. Paul has been the GM of Northern Energy Solution’s, an insulation and energy optimization company located in Marquette since 2013. He is married to wife Elizabeth and has two daughters, Courtney Tallio and Abigayle Schloegel.

Jermey Ottaway was unanimously appointed to the City Commission in December of 2022.
He is a graduate of Marquette Senior Highschool (class of 2002) and Northern Michigan University (class of 2006) with a bachelor’s degree in Political Science. He has worked in the insurance industry as a claims professional for over 15 years.
Jermey and his wife have been married since 2009 and have three children and a hyperactive golden retriever who insists on being walked multiple times per day. In Jermey’s free time, he enjoys playing guitar, golfing, hiking, and riding his e-bike. He is also a tortured fan of the Detroit Lions and never misses a game, regardless of their record, because he is always confident that next year will be their year.
Prior to being appointed to the City Commission, Jermey served on the Marquette Board of Zoning Appeals from 2018-2022 and the Marquette Downtown Development Authority Board of Directors from 2019-2022, acting as Chairperson of both boards.

Born and raised in the Upper Peninsula, Sally Davis has been a resident of Marquette since 1981.
Community service has always been paramount in her life. She is past president of the Rotary Club of Marquette, and served on the City’s Harbor Advisory Committee, and Brownfield Redevelopment Authority. During 2019/20 she led Rotary’s efforts to revitalize South Marquette’s Hurley Field playground.
Her service on non-profit boards and committees has been at the local, regional and national levels including Rotary, the YMCA, MAPS Education Foundation, U.P. Rowing, the Children’s Museum, the Women’s Center, and the Center for Telehealh and e-Health Law based in Washington D.C. Her advocacy for national telehealth reimbursement lead to testifying before a U.S. House subcommittee.
Ms. Davis has over 35 years’ experience in health care management specializing in education, program development, grant management, management training, and telemedicine. She and her husband, Dave Campana, owned and operated Campus Pharmacy in Marquette for 19 years.
Ms. Davis acquired her Bachelors in Education from Western Michigan University and a Masters in Educational Leadership from Northern Michigan University. She is certified as a management trainer and group facilitator by Development Dimension International, a management training company.
Her accolades include the Loren O. Gettel Award for Outstanding Leadership and Commitment to the health of Michigan’s rural residents (2008), the Michigan State University Community Partnership Award (2008), Marquette Rotary’s Service Above Self Award (2019), and Rotary International’s Service Above Self Award (2021).

Cary Gottlieb has lived in Michigan his entire life, and has been a Marquette resident for 20 years. He was elected to the City Commission in November 2024. His previous City experience included being a member and chairing the Parks and Recreation Advisory Board and being a member of the Planning Commission. He was on the Noquemanon Trail Network Board for 17 years, serving as President for the last 5 of those. He has also been on the Temple Beth Sholom, Trillium House, and Planned Parenthood Boards.
He graduated from Michigan State University (B.S.) and Wayne State University (M.D.). Following training in pathology, he and his wife, Carol Gamber, moved to Marquette. He has served as a pathologist in nearly every hospital in the Upper Peninsula and has been based primarily at OSF-St. Francis Hospital, Escanaba, since 2006. His passion is being “outside” running, biking, hiking, cross-country skiing, swimming, or kayaking. He and Carol have one child, Ziggy, who lives in Ann Arbor.

Jessica was elected to the City Commission in November of 2020. She has lived in Marquette for the last 19 years, moving here from Painesdale to attend college at Northern Michigan University where she served as Chair of the Assembly for ASNMU, the Northern student government.
Jessica is the Executive Director of the Upper Peninsula Children’s Museum. She and her husband also own their own business, AJ Hanley Graphic Design. She is also active in multiple local organizations such as Economics Club and Marquette West Rotary.
Jessica is married her Adam Hanley, and they also have a son, Oliver, who is six years old. They spend their time as a family enjoying all that Marquette has to offer, including their youth golf and soccer leagues, and the Marquette Mountain Race league. Jessica is a member of the Marquette Golf Club Women’s League and two local softball leagues as well. Their love for sports and the outdoors in general was one of the main reasons she and her husband chose to make Marquette their forever home.

Michael Larson was appointed to the City Commission in January 2023. His experience includes nearly six years on the Marquette City Planning and two years as a member of the Board of Zoning Appeals.
Beyond local government, Michael has a decade of experience in the clean energy and sustainability industry and currently serves as the Assistant Director of Michigan Energy Options. Additionally, he serves on the Board of Directors for Michigan Saves, the nation’s first nonprofit green bank, and is a member of the Sault Ste Marie Tribe of Chippewa Indians. Michael earned a Master of Public Administration from NMU in 2009.

Cody Mayer was elected to the Marquette City Commission in November 2020, Mayor Pro-Tem in November 2021, and Mayor in November 2022. Cody is the first Tribal member to ever serve on the Marquette City Commission and the youngest Mayor in the history of Marquette, being elected to role at 25 years old. Cody was raised in Sault Ste Marie, MI and is a member of the Sault Tribe of Chippewa Indians. Cody moved to Marquette when he became a student at Northern Michigan University, where he received his Bachelor’s in Public Administration. Cody served two terms as the President of ASNMU and previously served as Vice-Chair for the Marquette Brownfield Redevelopment Authority. He has served as an enlisted soldier in the Michigan Army National Guard since December 2014 and currently holds the rank of Sergeant. Cody previously worked in the banking industry as a Relationship Banker, Certified Lender, and a certified small business banker by the American Banker Association. Cody currently works in the mining industry as a Community and Tribal Engagement Liaison. Cody also serves on the Board of Directors of the Baraga County Chamber of Commerce. Cody married his high-school sweetheart Ashley in October of 2018 and are blessed with two daughters.
